What is disability pension?
“Disability pension” is one of the public pensions, which is paid to those who have a disability due to illness or accident.
Some people may mistake it for a special allowance for disabilities, but actually it is a public pension as old-age pension. This is a subsidy for those who have a disability before the age of 65 and have difficulty in daily life or work.
【POINT】
In principle, only people between the age of 20 to 65 can apply for disability pension.
Various illnesses are included, such as mental illness, pacemakers or artificial joints, or those who are undergoing dialysis, etc. (Details are attached below)

The Japanese pension system has no relation to nationality. All people who live in Japan and the age are between 20 and 60, regardless of nationality, are insured by the national pension.
On the other hand, there are no residence or age requirements for welfare pension. Even foreigners can be insured by the welfare pension if they meet certain requirements.
Therefore, both Japanese and foreigners may receive a disability pension if they meet the requirements of the first medical examination date, payment of insurance premiums, and in a condition of disability.

Amount
The amount of disability pension you can get depends on type.
Disability Basic Pension (2020.4.1)
The amount of disability basic pension is fixed. Level 1 is 1.25 times of level 2.

※The child should be:

Disability Employee’s Pension(2020.4.1)
The amount of the disability employee’s pension depends on the contract period of the welfare pension and the amount of salary (the amount of insurance you paid).
The calculation of benefit proportional amount of level 2 is the same as the old-age welfare pension, while the amount of level 1 is 1.25 times as level 2.
In addition, for those who has a disability in a very young age with a contract period less than 300 months, the contract period will be calculated as 300 months.
In the case of level 3, a minimum amount is guaranteed.

※The disability pension is not deducted from income tax or residence tax like the old-age pension since it is excluded from taxation. You need to choose between disability pension and old-age pension.
The requirement of 「the first medical examination date」
To receive the disability, you need to meet the following requirements of “the date of the first medical examination”. (※Payment requirements are also required!)
Insure by the national pension (①~③)
①Insured by the national pension (live in Japan & the age between 20 and 60
②live in japan and aged between 60 and 65
③insured by the employees’ pension and work in Japan
⇒For①, you need to submit a transfer notice at the ward office and do relevant procedures at the pension section.
⇒If you meet one of the situations of ①~③ above, the first medical examination hospital can be a foreign hospital. (The conduct survey need to be translated into Japanese and the translation date and translator’s signature are required)
⇒Exception:
a.The illness gets worse after living in Japan and the first examination hospital is not in Japan.
b.The first medical examination date is before Dec 31,1981. (However, those who are enrolled in the welfare pension or under the age of 20 before Jan 1,1982 are insured)
⇒The first examination date happens in the following period is not be insured :
①Period of living abroad from April 1, 1958 to March 31, 1986, between the age 20 and 60, Japanese nationality.
②Period of being a student before March 31, 1991.
③Period of being a spouse of the employee pension system (welfare pension, mutual aid pension) before March 31, 1986.
④Period of receiving the withdrawal allowance from welfare annuity insurance.
⇒In the case of immigrating overseas:
If you ①still have the Japanese residence card ②take out voluntary insurance, then you can be insured.
About Payment Requirements
「The month before the month of the first medical examination」needs to meet the requirements as following:
①No unpaid or delinquent payments in the last year (payment, exemption (payment is required except for exemption), only grace is allowed)
※Under the age of 65
②More than two-thirds of payments are in payment, exemption, grace period
⇒If your first medical examination date is before the age of 20, no insurance payment requirements are required.
⇒Even if you do the procedure to become an insured person, since you cannot meet the payment requirements unless you complete the procedures for payment, exemption, and deferment of insurance premiums, we recommend you to consult us for switching the insured type after living in Japan and procedures of paying insurance.
Others
・Since it is essential to confirm when you entered Japan and the date of acquisition of permanent residence, it is better to keep your old passport, residence card, and other documents related to entry and exit information.
・If you received a disability pension, you can continue to receive it even if you go abroad.
In that case, a separate procedure is required for remittances to overseas banks. However, the pension will be suspended in the case that the first medical examination date is under the age of 20 and you go abroad.
